I'm devising a poster warning staff about sticking to the site speed limits. I want to put something in about employees legal obligations to stay within the limit.
So the question, If employees are entering or leaving the site (and not actually working) are they still covered by Section 7 HSAW to co-operate with the employer etc...

Of course they are! As employees on the site - they must abide by the rules. Going off shift or coming on the site speed limit must be enforced by disciplinary action if needed.

Applies to ALL entering, remaining within or leaving - so does HSWA S9 for any non-employee for what it's worth.

Try the 3 strikes and your out. It works for us, plus I included some electronic speed sensor signs with mobile detectors for 'hot spots'
