Does anyone have a risk assessment or procedure I can take a look at? What are your views on this matter?
Thanks Sammy

Thanks for that link, Im really more interested in the stand alone radio's. Personal radios are banned at our place but the workers now want to have stand alone radio's........instead!!

Sorry, Sammy, I misconstrued your title.
I have worked in places where people had their own stereos / radios and, as they were all tuned to different stations, the racket was horrendous! What's wrong with the company providing some sort of music system (over the PA or whatever) so that you can control the volume?
What is the background noise level? Left their own devices, most people would play music at about 10 dB louder than background; would this take the noise over the new lower action level?

Working in construction i come across this issue on a daily basis. Radios users compete against each other with volume and against background noise until generally levels are reached that not only breach the new regs but the old and further more jeapordise the users in an emerganct sitution.
I always advise they should be restricted or not allowed.
