Hi, I am looking guidance on what would be classed as minimum requirements
for a person to be deemed as 'competent' to carryout thorough test and
examinations on lifting tackle, as required by L.O.L.E.R.

Its all down to qualifications and experience.
However if you were to contact your insurers i am sure they would help.

There has only been one formal definition of competency for inspections and that is contained within the Pressure Systems Regulations 1989. It goes along the lines of "a person with such theoretical and practucal ability so as to be able to assess the seriousness of defects and their implications".
I wouldnt agree with the previous advice on contacting your insurer as they are not independent and have a commercial interest. In the old days of the NCIISB scheme there were minimum qualifications for an engineer surveyor but they have been diluted. You could contact and independent consultant whom you are not appointing to do anything else and understands that so there is no commercial interest. There is a body known as SAFED which you could also contact - their website is worth a look.

I would consider some form of mechanical engineering qualification to be a minimum for examining lifting equipment, how about
ONC level for the inspection
HNC level if specifying examination/inspection schedules
Simple being a crane operative/slinger etc needs less qualification, as has already been pointed out - suitable slinger/operatives training course.
The original question was about inspection, not simply using a crane.
Obviously the crane operator also needs to be trained on the general principles of lifting plus the specific crane that is being used.

The level of 'competence' required will depend on what is being examined.
If it is only ropes, slings etc. then a lower level of competence will be required than if inspecting tower or mobile cranes.
It all cones down to being able to decide on how safe an item is and will it last until the next inspection without putting users and/or others at risk.
