Scenario
We produce a risk assessment for our employees carrying out site visits for auditing a construction site. Employees read, comment and sign on to the RA and adopt mitigations. So far so good. If the client or client rep wants to come on site to do an audit do they or their employer have to carry out their own RA for their audit or can they sign on our RA even though they are non employees. This is for the sole purpose of audits and inspections rather than being actually involved in site activities. At the end of the day the RA mitigations would be the same as we dictate PPE, access, communications to be used on site. Does it make any difference that the client does not actuall carry out or record their own RA?

the client may not necessarily have an awareness of site safety issues.In some instances it may be necessary to have visitors taken thru' the induction process and then chaperoned whilst on site. Litle point in a client attempting to write or "sign onto" a risk assessment if their understanding of construction site hazards is lacking.

Peter, as long as the ra is "suitable & suffecient" both parties have agreed (I would get some form of signed recorded conformation)to what hazards are present and work to the control control measures yes it would be OK. What you must do if your are in control of the works, ensure the work and procedures are monitored and you enforce safe working practises

The main factor is the competence of anyone visiting a site. Your own "risk assessment" or more importantly your control measures on site are the key. Anyone visiting your site must adhere to these. If someone is competent (HSE man, chartered engineer, etc.) and you are satisfied with their level of competence, good, they can visit the site - if not ensure they are accompanied at all times. However - beware CSCS / CSR / Lantra etc. cards. These are generally a minimum standard of H&S knowledge (not competence). Make sure that site induction takes place for all visitors, this will determine the level of competence of all visitors and ensure that supervision (if required) will be sufficient for the individual(s) involved.
