I have received a leaflet from a well known national company offering a recycling service for used fluorescent tubes. The leaflet refers to customer's confusion about the hazardous waste regulations. I didn't think I was confused until I read the leaflet!
It states that "few companies in England and Wales are aware that they have to maintain records from 16th July and submit them to EA every 3 months"
I am aware of the requirement to maintain records and make them available to the EA if required, however my understanding is that producers do not have to submit to the EA, (but companies receiving / treating hazardous waste do). Am I correct or have I missed something in the regulations?
The leaflet also states that "others don't realise that when they produce one end of life lamp they have to register." Surely this can't be true - if it is then virtually every business would be required to register as a hazardous waste producer.

Generally if you produce less than 200kg of haz waste you do not need to be registered, so if in your example your total haz waste for the year is 1 lightbulb then no you do not need to register.

Sorry forgot the other question. Only Consignees have to submit quarterly reports to the EA not consignors.

And you may also get the one where your hazardous waste disposal company writes to you and says it's registered you with the Agency and you now owe them money. Or where they add the cost of registering you onto their invoice and you have to provide evidence that you are already registered before they will take the charge off.
Apparently there are quire a lot of companies registered more than once on the Agency's list. Don't fall for it - its VERY easy to do yourself online and cheaper to pay the fee directly by credit card. If you registered last year you should have had the Agency's reminder e-mail by now.

Thanks for confirming my understanding of the regs.
Next time the company's rep comes in I will point out their "mistakes".
We have also had companies registering on our behalf (without our knowledge) and I have made sure we don't pay for this.
