Generally in terms of a building it could contain boilers, aircon equipment, ducting, water storage etc. Just about anything from the mechanical side of the M&E plus the associated controls and switchgear. It would not normally house the electrical distribution items.
I do not know of any formal definition.

A slight addition to the more serious response above.
A "plant room" is not normally occupied. Contains equipment as listed above, or similar, that does not need continuous attention.
May also contain tea or coffee makings, very often a chair, reading material and an ashtray, sometimes a supply of moderately alcoholic beverages and, occasionally, a bed. Or a reasonable facsimile thereof.

"Plant" is defined in Section 53 of HSWA as including "any machinery, equipment of appliance".
