is it correct that castor chairs should not be used on vinal floors? could anyone point me in the right direction...... due to my Manager being on annual leave.

Chairs with castors fitted can be used on vinyl floors. The question is, does this give rise to risk? If yes, then friction castors should be fitted. These castors have a braking effect similar to using ordinary castors on carpets.
These castors are (or should be) readily available from your supplier.

I agree, the inherent risk is greater as you will move further etc. You can get castors that are either brake on(when weight is applied they lock and dont allow movement) and brake off (they only move when sat on, I dont see the point of them)
Its down to assesing the risk of having castors. I.e type of chair, draughtsman etc, user etc.
