Posted By Dave McIness If a scaffolding contractor erects a scaffold for others to carry out works on asbestos soffits (domestic properties), does the scaffolder have to have a HSE licence. The scaffold will not be forming part of an enclosure. My understanding is that scaffolders only need to be licecnced if the scaffold is being used as part of the actual enclosure used for the removal of the asbestos, is this correct? Many thanks Dave

Posted By steven bentham Dave Are the soffits AIB or cement (it is common to have AIB and therefore are licensed work). Can you describe how the removal of the asbestos soffit will take place? Will there be contamination of the scaffolding?

Posted By Dave McIness Thanks Steve/Adrian The work is for a housing association and the scaffolder is simply supplying and erecting the scaffold. They have been informed that an asbestos survey has been carried out and the soffits have been confirmed as well bonded AC, not AIB.

Posted By garyh My company occasionally erects scaffolds to pipework etc that may have ACMs. Even though we don't actually work with Asbestos (it is encapsulated and may not always be Asbestos) we have to have the Scaffolders trained re Asbestos awareness in case they disturb the ACM. We have to send the apropriate form (ASB5), Risk Assessment and Job Method. Our Company (head office) also holds a licence. All this to erect scaffolds near encapsulated asbestos!!

Posted By Salus Dave as previously stated the scaffolder does not need a license,any contractor can remove the soffits, they just need a safe system of work, trained op's, good supervision. The work needs to monitored constantly though.Keep an eye on any subbies and keep the site clean.
