Do Statutory Instruments apply in Scotland - (N Ireland is different). Basically are the regs the same in Scotland as in England?

The short answer is 'Yes'. Statutory Instruments made by Westminster on health and safety have an identical effect in Scotland (since safety is a 'reserved matter' under the Scotland Act)

Fire Safety is a devolved matter though. You need to give more info as to whaich SI you are refering to
