Hello,
Would you mind please to indicate me if in U.K is necessary any specific qualification in order to do the labor risks assessments?
The company that i am working for belongs to the services sector (offices). I don't know if I'm allowed (as a H&S expert recognized by the Spanish Goverment) to do it in U.K. But my company wants me to and I need to know if I am allowed according the H&S U.K regulations.
Thank you for your help.

if your company has identified you as a competent person to do this then you should be ok. you obviously have a background to this field anyway

Thank you very much Marc, I still have some doubts,
Is always the U.K companies who decides who is competent and who isn't? It doesn.t exist a regulation on this matters?
In that case, which are the objective skills that companies considers ?. What does means exactly to be a H&S expertise in U.K.?

you could look at obtaining your NEBOSH qualification. although to be carrying out risk assessments we include the operators themselves to identify the risks, as it is them that are best qualified. your roll would be more to draft the assessments and advise on methods to mitigate the risks I would think, Im sure your qualifications would be suitable for this. NEBOSH would help you in the understanding of the legal side of the uk laws

I would state categorically that to do risk assessment you just need to be competent. Your company has obviously decided this. You do not have to understand any regulation whatever to assess risk, nor do you need a NEBOSH qualification! However you might need these things if you want to ensure compliance with all applicable UK regs, which is a different thing.
(It is worth saying that many UK regs (Statutory Instruments) are the UK acts which enact EC regs. So, the UK regs should be similar to those in other EC countries).
If you understand the principles of risk assessment, and record your findings in writing, you should be OK.
You could ask the HSE this question via their infoline, anonymously if you want. You either phone or e-mail them with your query. Link is http://www.hse.gov.uk/contact/ask.htm
