I know that there is no upper temperature limit and that all precautions should be taken when temperatures escalate, however, is there a general opinion as to what is considered to be a comfortable temperature for people to sit in when indoors. I am referring mainly to the elderly and infirm

There are several factors that influence thermal comfort including temperature, humidity, air velocity and human factors. 21 deg C should be comfortable for many assuming average humidity and absence of cool draughts.
