In general, for multiple container storage, containment facilities should have sufficient capacity to contain at least 25% of the total volume of the containers being stored, or 110% of the largest container, whichever is the greater. Drip trays may only be used for drum storage, not for IBCs, and must be capable of containing 25% of the volume of the container.

Robert,
I imagine you are in the UK. What is general regulatory philosophy in the UK? Is self-regulation the current mode?
If prescriptive regulation is in force, then you will find a numerical answer to your query.
If self-regulation is in play, then a company has to make its own judgements about safety measures.
Why look to someone else to provide a particular number? Why not make your own assessment and your own judgement?
