If you look at guidance on working at height, you need to consider a number of issues according to the hierarchy of control before considering the time factor. It depends so much on what the activity is.
Can you provide more info?

I am pretty sure that there is no restriction on height for ladder work apart from obviously the height of the ladder being used.
As long as the ladder is in good condition, well secured, short duration work, operator does not have to reach or stretch and can keep one hand holding the ladder at all times ... various other conditions, then they are perfectly adequate. I would however say that I think they should only be used where no other form of equipment can be used.

I would guess that 9m would be the maximium height as this is the max distance between landings whe using a ladder as access. Perhaps somebody knows for sure and doesn't guess. (unlike me)

I am afraid that it is the old addage, it is all down to risk assessment. Depending on the task that is undertaken and the hazards involved, this then dictates the control measures. Under the WAH regs, work at any height, where a person could fall a distance liable to cause injury. I work for a company of Surveyors and we state no more than 3 metres, but that is based on the level of risk.
