Racking for 'faint hearted' or injured - Who gets them down?

We are looking at using internal staff (in pairs) to climb racking for the purpose of changing beams only no uprights. This could be for stock reasons or damage. They will be trained, using the double lanyard style and wear a safety helmet. What if something goes wrong and one of the employees needs to rescued for some reason?
Do we have to have a system in place for rescue or do we just call the Fire Service?
If we are totally responsible for our own rescue operation - What if we can’t get enough volunteers to take responsibility for that rescue?
Will the Fire and Rescue service come as they did for a parrot up a tree the other day on a TV program for the RSPCA?
I’m aware of suspension trauma problems.
What do you do?

Climb the racking? I see prosecution written all over this. Work at Height Regs 2005, eliminate the need to work at height? Not possible for this activity. Reduce the risk of a fall from height? The act of climbing the racking presents a risk of falling. How does the double lanyard reduce the risk of a fall? It doesn't. It merely reduces the distance of the fall and during the climb will not be attached to the racking (I suspect). Then there is the manual handling issue of getting the new beam up and the old one down.
My view? Use a MEWP.
Do you need a rescue plan for harness work? Very definitely yes. Do not rely on the Fire & rescue Services arriving in time to prevent suspension trauma.
