Posted By Lilian McCartney At the Council where I used to work we were 'allowed' to take action against the gulls where they were dive bombing people due to young in nests. This was happening in peoples gardens and inone instance they couldn't use their own front door. The action we took was to idenitfy the nests, go up and pierce the eggs. The birds will sit quite happily thinking their eggs will hatch. If you take the ggs or young away they lay more eggs and it starts again. A licence was obtained for this but i can't remember who from. Environmental Health departments tend to be the poeple in Scottish LA's who either arrange or carry out the bird control so they would know.
