Hearing protection for the deaf / hard of hearing

Colleagues,
Although we are striving to reduce noise levels in our factories we still need to use PPE (ear muffs and plugs) in some areas.
Have any of you had issues with the above category of staff. They are not refusing to wear PPE but questions have been asked about whether they need to at all.
My personal view goes along the lines of Paris v. Stepney Borough Council (a throwback to my Diploma days) where an employer has to protect vulnerable staff more than others. So they should wear PPE, but not so that it interferes with any devices they may need to wear.
Anyone had any similar experiences and how did you deal with it?
Regards,
Mark
