Is there a speed of rotation below which a rotating shaft can be considered safe enough not to require guarding?

try getting your tie wrapped around one rotating at 5 rotations per minute....

I'd say No, if it turns, guard it.

I agree with Eric.

having worked in an engineering workshop with automatic feed leadscrews, which revolve very slowly, i have seen many cases of loose clothing being caught.

Although have had an interesting one of late with'turn drums'on quarry conveyors where BS EN 294 states that if the revolving hazard is 2.7 metres above the ground (or reference point) they are deemed to be guarded by position.
