Can anyone give me guidance on when hand rails should be in place. We have 2/3 steps out side the front of our office which is flanked by a garden area containing rose bushes, this is held at the front with 2foot high retaining wall. At the other end of the path there is again 2/3 steps one of the sides is the wall to the warehouse. We have only had one fall on the steps in the past 5 years so I don't feel it is high risk but I donot know if there is any specific legislation about steps / handrails
