Are the premises used only in daytime hours and daylight comes in through a window which would illuminate the exit route?
If the ordinary lighting failed would an occupant be able to find their way out and recognise a fire exit was close by?
Our local fire service as far as I recall does not consider photo illuminescent signs a suitable alternative to illuminated exit signs. Photoilluminescents rely on being 'charged up' with artificial or sunlight to glow in low light conditions.

The Signs and signals regulations calls for a sign to be displayed wherever there is a risk to Health &safety that cannot be controlled by other means.
From that it is obviuos you put fire exit signs up throughout the premises as you no doubt have or are about to.
If you fit them they must be visible at all times and It is not always light even betweeen 9-5 so photoluminescent signs make sense.
Saying that you also have to make fire extinguisher and fire alarm callpoint signs visible and steps/stairs or ther could be a trip hazard. I personally find emergency lighting better and not alot more expensive as you need less lights than signs and if you shop around you can buy emergency light units for 1/2 the price some national fire companies charge for photoluminescent signs.
Hope this helps.
Chris.

Licensing authorities can also require internally illuminated signs where premises are used for purposes requiring a licence.
