Could someone please advise me if there is a minimum temperature for a creche ,the babies in the creche at the moment are all under one year old.

I would go with 21 deg for the use you describe - based upon the DfES standards for schools.

I think in a situation like this you have to take into account SIDS (cot death) and would be careful of going too high with a temperature.
If you keep it at a reasonable temperature (between 18-21) you may well have to have a system to check that the babies are not in layers of clothing that could allow them to overheat in temperatures of this range and there should be some kind of liaison with parents to ensure that this doesn't happen.

I have no idea on what the correct answer should be but I would have thought that the local childrens hospital or pediatric unit would be a useful source of reference.
