Although a building is fully fitted with a sprinkler system to suppress fire spread, am I correct in thinking that fire extinguishers are still to be made available in the offices within the building.

Toecap was right. It is a requirement to provide a safety control measures in place irrespective of any control system employed....for your escape!

Yes in the circumstances mentioned above and you also must train persons to use them.

It used to be the case that the fire insurers required extinguishers to be available as a condition of their policies (even when sprinklers were present) in the hope that a very small fire could be tackled before it grew such that sprinklers would operate. Clearly less damage to property but the safety risk to the user of the extinguisher was never part of their thought process!
I am out of touch with current property insurers thinking. Does somebody have up to date knowledge?

You will also need them for when the sprinkler system is being serviced or repaired and for any specific fire risks for which sprinklers are less than appropriate (eg penetration of some machinery and fires in areas where sprinkler water cannot reach).
