I believe the current Nebosh fire certificate would enable you to be the nominated competent person appropriately trained to undertake FRA's.
There are many shorter courses, check in this months SHP, I saw a few providers; alternatively the local FB in this area are running a series of 4 day courses, I suspect they will do this in most areas.

Jack, I have just run a fire risk assessment course for our local authority. I am sure they will provide a reference if you wish also I used to teach on NEBOSH Dip part 2 courses. If you are interested let me know and I can provide details.

I am on a 5 day fire safety and risk assessment course next week run by the Fire and Rescue service, at their main training centre at Washington Hall in Chorley Lancashire.
I will give feedback at the end of it. The agenda looks conprehensive
