Oh dear I've fallen over - a spell check - whatever next
Just so that you all know allegedly 13 November is start date for the control of asbestos regs - apparently their three weeks before the house started yesterday- so just when you had mastered what was licensed work or not and action levels and control limits you will have to go and work out sporadic and low intensity and a maximum exposure of 0.6f/ml
in essence
1) artex - not licensed - no air test or analyst - lagging, AIB, flock stay licensed
2) training - anyone who does any work with asbestos of any sort will need practical training every year - HSE have a list of recognised trainers on their website, the Asbestos Licensing Unit are strongly suggesting that people use these organisations -
3) method statements for all work - put together by competent person
4) assessment must consider the fibre release likely - and if you do not know you need to air monitor by UKAS lab to find out and if exposure over the control limit then work will be licensed....... so some work with Asb Cement may become licensed
5) single control limit ie no difference between white and blue asb 0.1 fibre / ml - 4 hour period
6) new limit for maximum exposure of 0.6 f/ml on 10 minute period - may be very difficult to achieve this
7) must identify asbestos product before work or assume licensed
8) analysts will swap to WHO counting - different rules which tend to count more asb fibres - which means enclosures will need to be cleaner

How many contractors will actually build an enclosure and 2 stage airlock for TC Removal and use a type H vac / 1/2 mask and type 5 Disposables- Not many!
How many will supply a certificate to say that the area is free from dust and Asbestos for the client - Not many as someone has to sign this.
How many will produce a MS / RA and calculate the expected fibre release and if above the limit of 0.6 f/ml for 10 mins will use a licensed contractor? - NONE!
Will be interesting to see how Asbestos Watch get on with the requirement to be UKAS Accredited!
How many have the experience to do any of the above? - Not many!
HOW MANY WILL HAVE A CLAUSE PUT IN THIER EMPLOYERS LIABILITY INSURANCE COVERING RISKS FOR WORKING WITH ASBESTOS? - NOT MANY!
WHO counting measures count only Asbestos fibres - the clearance level will be still 0.01 (19 fibres) which at present includes all fibres so my feeling is, that if they are only counting all asi fibres then this may not be as stringent.
at present 15 fibres counted is a 'pass' and they may all be MMMF or carpet etc but in the new scheme of things this would be '0f/ml' all things being equal as they are not asbestos.
even 15 asbestos fibres would still be a pass so maybe this limit should be reduced as well to 0.005f/ml but my understanding is that analysts equipment cant read that low? Is that correct mate?
How many licensed contractors will use BA / air fed lines - not many! or more to the point how many clients will pay the hike in price to do this? We have already been tarred with 'ripping of the public'
We are looking at buying CCTV for inside enclosures but at great expense for what is a 'nice to have'. who is going to look after this when the blokes / girls are inside, this stuff wont get stolen then!!! just like our people of no fixed abode travelling brethren don't steal our DCU's NOT.
