Different responsible people defined by different regulations

I am putting together a management responsibility matrix and want to be sure that all legal requirements are specifically covered.
Does anybody have a list of ALL responsible people or duty holders as defined by UK regulations?

its dead easy - the 'controller' of an undertaking is the responsible person irrespective - speak to the HSE/EHO/EA etc

Duty in UK law flows from statute, common law, occupation, employment, ownership, contract, design, manufacture, sale, use, etc, etc - and health and safety have some involvement in all these. A look at the recent Regulatory Reform (Fire Safety) Order will provide an example list of dutyholders in the realms of fire safety.
I hope that someone has the exhaustive list of dutyholders against specific legislation that you are seeking as a copy of that could be useful.

thanks for the replies so far - I am looking for a definitive listing by regulation and hopefully somebidy has already compiled one or knows a web site that has.
