Is it legal to drive a forward tipping wheeled dumper truck on the roads without brake lights, indicators and ordinary road lights?

I would think not...however, there are a lot of agricultural vehicles taht are allowed short journeys that don't comply with the normal m-o-t requirements.
I beleive that you can get a restricted m-o-t for daytime driving only if the vehicle is not fitted with headlights or tail lights. Its a general requirement that road going vehicles are subject to a m-o-t test. Usual requirement of an m-o-t is that if its fitted, then it must work. I'll bet that the dumper wouldn't pass an mot
Don't know whether stop lights and indicators are a requirement but if ever there was an accident dont think you would have too many legs to stand on.

I would say that this is certainly illegal. Only vehicles that have been constructed for road use, are elligible for road tax etc. are entitled to travel on roads. With the exception of agricultural vehicles which are used almost solely for agricultural purposes, non road vehicles should stay on site and be transported by other means between sites. Having said that it is OK to travel very short distances on roads, i.e. if a site straddles a road it should be OK to cross that road to access another part of the site.
Also it is probably equally illegal to use most tractors or tractors and trailers travelling on the road again with the exception of agricultural tractors which are being used for agriculture)where exemptions are in place.

This question cropped up for me last month and whilst searching for the answer I found your discussion thread.
I spoke to the Construction Plant Hire Association and also one of the plant hire companies we use regularly and this is the response I got:
Dumpers used on the public highway must display two white lights at the front and two red lights at the back. (It is not a requirement to have indicators, or brake lights) They must also be taxed.
When I queried the road tax issue I was told that previously there has been an exemption for vehicles travelling only short distances on the highway but that is no longer the case - all vehicles using the road must be taxed.
