if our company deliver to a 3rd party and are trained free of charge and asked to participate in fire drill, and then stroll over 10 minutes later to participate. can anyone please tell me in health and safety terms how they should be disciplined if at all.

no point in alienating yourself even further, don't bother chasing around after people who do not care, you will be sent from "pillar to post".
Write up a report on the last evac and how it went, time taken, what was supposed to happen, what actually happened, include any recommendations and give it to who you are supposed to inform including this other company.

Check their insurers requirements and and inform all senior employees of their need to;
set up a emergency evac procedure / get it out to all employees / get a trained fire marshal / how to carry out a emergency evacuation drill /extinguisher maintenance and fire alarms / the required signage / fire risk assessment for the building.
make sure you have all the necessary ammo when asked about the above.
