We currently refresh abrasive wheels (use of and mounting) every 2 years.

I don't think any of the HSE publications have any thing to say about this.
I think you should decide on the basis of your ordinary monitoring of work practices, and then only give them what they are lacking. If they need refresher training in using a tool like this they probably shouldn't have been trained in the first place.

I agree with both of the previous replies, however depending on what types of A.W you currently use then now would be a good time to refresh people using them because of the recent changes in Regs, i.e Noise. Its amazing how many people are oblivious to the new action levels, especially when using this equipment.

Noise levels. Many employees are not only not aware of them, they don't care about them !
Not only that, but most employers have the same attitude.
A "bit" of retraining on both sides may be needed ?

Generally, treat this like you would with any dangerous equipment such as chainsaws:
2-3 years for infrequent users
3-5 years for frequent users
As legislation changes.
With the latter it could be done with a toolbox talk.
Also monitor the effectiveness of training and ability to operate as this may throw up a training or refresher need.
