From what point are you asking? - more detail please as they can be easy/short or the reverse
For the same service when in the: Offshore game = short & simple Local government = long & complicated
Initially it looks like the Offshore has it right; However they do not have to answer to the public!

Posted By Jean Chamberlain Outsourcing Health and Safety Function as a provider to multi disciplinary organisations. Definately not offshore. I have had a lot of experience of hiring consultants, and I have to admit that I've had some very bad experiences. Some due to not setting the ground rules from the beginning. One I employed to undertake an audit for me due to time restraints, was telling all the staff what was wrong. I wanted to prioritise the risks that he identified not to hide them. However, his attitude created more problems for me than I would have wanted. Also trainers. I've employed some excellent trainers, but have had the experience of trainers standing up in front of groups promoting other training that they could provide to the group and that they consider the group should have. This can be a nightmare. I would ideally like to incorporate an assurance into the outsourcing agreement that these experiences will not occur.
Sorry its Friday, and I'm suffering from post traumatic stress from the backlash of the actions of these so called consultants.
