Does anyone know why the HSW Act 1974 has Chapter 37 on the front cover?

Yes - ish

Each year's Acts of Parliament are given a chapter number, starting at no. 1 each year. If you look at the OPSI site for 2006 you can see the legislation for 2006 in numerical order of chapter.

As to why the term 'chapter' is used, I am uncertain, unless it is because we also refer to it as the 'Statute Book'
