Posted By Kenny Bedgood The Frog is now in common use in the North Sea and a growing number of locations throught the world. One that is maintained and used properly will be compliant with LOLER. On the other hand the Billy Pugh doesn't. Although it can be used in expetional circumstances. See the link for more info. http://www.hse.gov.uk/of...ore/notices/sn_10_80.htm

Posted By Steve Carruthers In response to the comments within this thread and reference to the Billy Pugh and the guidance given out on the HSE link, which is quoted below. I am pleased to put the record straight. “(Numbers of recorded personnel transfer basket incidents are low, but basket transfers to or from offshore installations are considered a high-risk operation. The Billy Pugh type of personnel transfer basket does not comply with regulation 5 of the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) but it can be used in exceptional circumstances, i.e. emergencies or when transfer is essential and it is not practicable to gain access by less hazardous means. Alternative forms of basket are available which duty holders should consider if they offer a safer means of personnel transfer for their needs. )” The above guidance which was written in 2001 is currently under review, and the HSE now agrees, that the X-904CE should be included. In the guidance the HSE rightly suggested that the (then) 800 series of Billy Pugh personnel transfer nets offered no protection regarding the procedure laid down in section 5 of the1998 LOLER Regulations. Much has happened since 2001, with Billy Pugh’s successful launching, two years ago, of a new style transfer device to address these issues, The CE approved X-904CE complies with Section 5 of the LOLER regulations by providing side impact protection, overhead protection and a restraint system to prevent riders from falling from the basket. The 904’s versatility ensures that valuable space onboard is better utilized because of the unit’s ability to collapse. The X-904CE can accommodate a stretcher without the need for any extra components and further more allows the injured party to be accompanied by up to two further persons. Price for price and taking into account the accreditations mentioned the X-904CE excels where others do not, whilst still meeting all the necessary requirements. The increase in sales and orders placed for the X904 has not only proved its worth, but by being invaluable in fulfillment of safety benefits and in cost saving overall, with the X904 very competitively priced in comparison to its rivals.
