Does a scaffold handrail, for example to eliminate an exposed edge on a rooftop, have to be inspected every 7 days?

No, but I would inspect it every week for it's integrity as it is a high risk area and record

I would say yes as it can only be erected by a competent person and would come under bs 1288 as as part of your wah regs risk assessment, also your insurance requirements
