Posted By Carrell I've looked through the discussions for an answer to this but didn't get what I was specifically looking for. We have a cherry picker (boom type MEWP), it is relatively old and doesn't have any anchor points which to attach work restraint harness / lanyard to (I wouldn't suggest fall arrest due to overturn risks). My question is: is work restraint necessary legally (if fall prevention is covered in other ways, i.e. fencing, in ward opening gates, etc.)? And if we do need work restraint anchor point in the cage would we be allowed to weld one in (as no shock absorbing capability is required)? I know that our Maintenance Mgr is trying to use this as justification for a new cherry picker and I just want to be armed with as much information as possible to either help him or just put him on the right tracks. Posted By Paul Oliver Carrell, The main idea of wearing a harness in a MEWP is to restrict the vertical movement of the operators. wearing a suitable restraint harness attached to lowest point of the cage will prevent personnel using the guard / hand rails to access work areas higher up than the MEWP can get too. Posted By Carrell I thought that I had heard that they were pretty much mandatory now. It's just that I had been trudging through the LOLER acop and other guidance, etc. but it didn't say anything about mandatory. I will use the IPAF guidance note to support the anchor point. However, does anyone now know if we'd get away with the welding or would we be better going for a new cherry picker?

Posted By Bob Youel the welding would most likely be subject to insurance parameters i.e. to a certain standard with both destructive & non destructive tests involved - asking your insurers would answer the Q?

Posted By Paul Oliver I would be more likely to go to the manufacturer regarding additional anchor points on this type of equipment. They will be able to tell you if you would be likely to interfere with the strutural integrity of the machine in question. It may not have been designed with the durability to support a person falling from height.

Posted By Carrell I'll ask the guy who comes in to do our LOLER checks about the welding and testing to ISO standards, etc. I am only interested in putting anchor points in for the purpose of work RESTRAINT, I have already ruled out fall arrest due to the potential dangers

Posted By David Tilsley-Curtis Carrell The only current information is that from IPAF, who recommend a full body harness and fixed length restraint lanyard. There may be a possibility of retro fitting harness points. If you want to email me diretly with your machine make, model and age I can give you a difinative answer very quickly. Regards David

Posted By Ali Under the WAH regs 2005, PPE (eg fall arrestor) is the last resort. You need to focus on the HSE Hierarchy of controls where fall prevention takes precedence over fall arrest and collective measures take precedence over personal measures. It's all clearly set out in the Regulations.

Posted By Steve Clark Carrell most anchor points in MEWPs that i have seen are only rated for work restraint. However, as MEWPS are within the scope of the Machinery Directive and require CE marking, then the anchor points would undoubtedly be a bit of a dodgy item to be retrofitting into an alreay CE marked bit of kit - unless they were fitted by the manufacturer, and certified. I would suggest that your MEWP is probably past its sell by date in any case. Rgds Steve

I would certainly prefer work restraint to be fitted but it is not possible with our current platform due to reasons explained by yourself and it is pretty much past its sell-by-date as you say. Carr
