Posted By Edward Shyer I have just returned from my lunch break back to work as a till operator in a supermarket. During this break I observed the refuge collection vehicle going down the street with two workmen riding on the the back of the vehicle hugging on to framework. I thought that practice was banned many years ago. Who would I need to report this to and who would be the enforcement agency for this. Regards Ted

Posted By holmezy Ted, you are right, they shouldn't be doing it any more. Obviously havent risk assessed the situation. I know the councils round here are extremely keen on stopping things like that. No excuse for it. I'd ask the council to investigate it, if no joy, then try the hse as advised by the previous poster. I saw something similar in my area recently, but this time the person was on the front of the wagon. Only as the refuse lorry got nearer did it become clear that it was a large teddy bear with a Hi Viz vest on. Easy mistake to make. Are you sure you saw what you think you saw? Posted By JonCMIOSH Hey Ted Long time no shy talk. My binners stand on the roof so they can see the speed bumps. They all jump like Malcolm McLaren skipping. We moved away from hugging the hoists a long time ago. Problem with standing on the roof of RCV is 20th Century Fox (Titanic movie) and Rolls Royce (Lady on the bonnet)sue for stealing their ideas. Will get back when outcome of contracted legal position is known. PS saw a kermit the frog hanging on the wing mirror of a taxi today. He wasn't happy. ttfn

Posted By JonCMIOSH Ted Can u give tips on how to achieve a checkout assisant role? I aspire to this but forgot to ask in my last posting. It would be wicked if I could get a job in the 'shop'. My main work is moving trolleys in the car park. I would love to move up the ladder. (Hell, isn't there a rule that stops us going up ladders?) High ambition, but low comprehension.

Posted By RP Yes, it is illegal to ride on the outside of a vehicle, unless it is specifically designed for use as such. HSE have issued improvement notices against LA's for such acts...

Posted By Ron Hunter Edward, Particularly where the refuse collection company is a private firm (i.e. contracted by your employer) then yes, he needs to know. If Local Authority collection, then your employer could write expressing concern, but that's about it. Either way. HSE is the enforcing agency. If this was on a public road, then the police would take on interest too.

Posted By Aidan Toner OFFICAL VEHICLE HUGGING COMING GB WAY???? Many Local Authorities in Northern Ireland operate with 'designed' ride on devices- just like our dear brothers in the Republic and the Continent. There is an EU design standard (EN 1501/1) for these devices and its UK adoption back in 1998 did cause upset with British Standards.-Quite rightly BS understood the design was in direct contradiction to an industry guidance note 'Safety In The Use Of Refuse Collection Vehicles PM 52 which was operational at the time.(Possibly still is??/) However, Europe had it's way and UK adopted the design standard!!!!! Upshot of the whole saga is, we have a waste industry here in N.Ireland which operates these beasties with the blessing of our local HSE enforcing body. They are much loved by both operational managers and task and finish workforces but are met with dismay and horror by local authority safety advisers. I WOULD SAY BE CAUTIOUS-The system may eventually come GB way.
