Can anyone advise on an explosives issue?
For those requiring access to the magazine area (store) do they requie any statutory training. These people would not necessarily be explosive users.
Same question for transporting? Obviously dangerous goods transporting and vehicle markings but anything else.
Really need a clear and quick answer before it all blows up (excuse the pun).

First of all I am by no means an expert on explosives, however I have used explosives (legally) in the past.
If you have persons going into the magazine they should have some form of training. We had to prohibit the use of anything metallic, remove all battery powered watches, phones, radios etc or anything that could give off a stray source of ignition. Although this aired well on the side of safety because commercial explosive are really difficult to set off accidentally.
So they must at least have general explosive awareness training covering the properties, use, transport and storage of explosives. The procedures for signing explosives in and out of the magazine also the entry, security and vetting procedures, I would have thought.
Check the terms of your licence / permit ?
Also why would they need to go into the magazine if they are not users, unless to assist carrying to site etc. As soon as they are required to enter the magazine the must be trained and authorised.
I would search the HSE website for guidance some of the major demolition contractors.
Good luck
Ian

Homer,
See L139, the ACOP and guidance to the Manufacturing and Storage of Explosives Rregulations. This gives you a comprehensive list of safety requirements, including info on training and competence.
