You're correct that it isn't wise to apply "blanket" catagorisations to individuals or groups however, experience has shown me very clearly that it is often wise, in my industry and subsequent to various constraints within that industry and the organisation that I work for, to apply more caution (and training provision) rather than less. We apply more as a matter of course and the flexibility is in making further provision over and above that as and when necessary. I would be applying a blanket categorisation, in these terms, by asuming (wrongly) that some individuals are more self motivated, educated, able and competent than they, in some cases, are able to be. Don't we apply controls subsequent to assessment? In this case, these are the controls and provisions that I (and others in my industry sector) have applied subsequent to our own assessment and that of the industry sectors governing body and other qualified OSH consultants and advisors. Unfortunately Peter, I suspect that you may not be familiar with the same working environments that I have been familiar with for more than twenty years. Employees within those working environments that remain infallable would be a very nice luxury. As you indicate Peter; "Horses for Courses" (no pun intended). Regards, Dave.
