I just read through the ACOP and don't really see any huge differences. It does state that unnecessary paperwork is to be avoided. Is the change in legislation really neccessary if it doesn't really change anything? Just a thought.

I personally think that it is the renewed emphasis on the client and competence that has changed the playing field rather than the text itself. The real changes happen for non-notifiable works where small clients are contracting what they might have not realised was construction work.
Seeing as the Midland Conference on May 8th has dropped off the IOSH front page I would urge people to track it down. All of these issues are being addressed along with the Site Waste Management Plan legislation for all projects over £250,000 that is about to go out for consultation with implementation in April 2008.

despite the endless debate on the HSE CDM discussion forum, youre right there doesnt at first glance appear to be many changes, the more obvious one appears to be the name of the entity previously known as the CDM-C.
Essentially though there are changes which assign the client greater levels of responsibility, the amount of paperwork is suppoosed to be reduced by instead of Pretender documents CDM-C's now have an Information pack. and a clear time period is intended to avoid late appointments to ensure better planning and coordination of projects.
Its how the industry will interpret the changes that will show any any real differences however, I for one, found that as late as last year seminars were still being held enlightening some designers to say they didnt have to produce DRA's. Of course they didnt according to legislation but some consultancies added this measure to their own QA procedures for deisgners to demonstrate their compliance with the 1994 Regs.
so this one issue still took all that time to educate some people.
so far I dont see any clear published guidance emerging from the industy chartered and membership bodies/organisations as yet, but there have been unlimited course providers selling seminars, presentations etc.
Its been a good gravy train so far for some.
