Yes, you will need to assess the risk but not to the health of the person to whom the drugs are being administered.

Posted By Crim As far as I am aware most drugs will not require a COSHH assessment, only if they display the relevant hazard sign.
Risk assessment is required , however, as per Management Regs.

Posted By MT I'd probably approach that one by finding out what drugs are contained within it. If they aren't toxic and liable to harm the person administering them, which is likely, then they probably don't need to be COSHH assessed. However, what I would be looking at is the siting of the kit, who has access, and is it adequately protected from those who shouldn't have access to it - are the contents something that undesirable characters are likely to want to get their hands on?
