Posted By Crim CDM Regs are about managing health and safety in construction - fact!
Does it necessarily follow that the duty to Plan, manage and monitor the construction phase is with specific regard to health and safety, (competent/trained/qualified in H & S etc.), or does it refer to construction in general where the "monitor" is not a safety professional but who is familiar with the particular project.

Posted By Crim My view is that a number of safety professionals, and I include Designers and CDM Co-ordinators, believe that the new regs require regular site safety visits but I am unable to find this requirement in the Regs.

IF you look at paragraph 83 (a), (e) and (f) along with 108 (d) and (e) it states that there is no need to manage and monitor the site. That is the job of the PC.

Thanks for your response, however I am working for the PC and do know that responsibility, what I'm trying to establish is in my original question - is it a H & S management issue or just a construction issue?

The regs do not mean you need to have a H&S practitioner personally managing the H&S aspect of the project.
As you probably know, most larger contractors use the site manager to manage safety and construction during the build phase. Its part of the general management responsibility. CDM, in my opinion is just strengthening that arrangement.
There may be competent backup possibly sitting at a head office & occasionally visiting, but that's more due to the general management regs requirement.
