Why are back belts not classed as PPE?
I know they are not but I need to justify to a contractor why?

The main argument against classing them as PPE should be that they do not "Protect" the wearer against injury. They may also give the wearer a over-confident belief in their ability to lift more than they are capable of, possibly leading them to try to lift too heavy a load. If the load that they are trying to lift seems to require the assistance of a belt then a risk assessment should show that the operation should be avoided by a single operative and that other methods should be adopted eg avoidance, mechanisation, team lifting etc.

Weight lifters wear belts to reduce the risk of hernia. (Jeff Capes, world's Strongest Man etc.) But you will notice that they release the belt as soon as the effort is finished.
Habitual wearing of back belts tends to first support and then replace the function of the back muscles.
So, in the long term, you finish up with back muscles weaker than they were in the first place.
