What is the standpoint regarding an asbestos register for a building that does not have any asbestos present in its materials of construction. For example, a brand new shop, in a brand new mall?

What is the point of providing a register for a building that has no asbestos?

Just a query really.

Not sure what makes you think you need an asbestos register, but the most you should have is a statement in the health and safety file identifying what hazard materials have been used in the construction and if it seems appropriate, a statement that there is no asbestos.

If you read the HSE guidance materials you will note that all new builds post 1998 can be regarded as free of asbestos without further evidence. The old Prohibition Regulations are regarded as to fully effective in preventing any installation of asbestos materials after this date.

However do make sure that nobody has bought in "antique/period" equipment in that has not been subject to checks and modification if asbestos was located. There is no real need to make a statement in a file as legislation has made it superfluous.

recently an enforcer was pushing us to have regiasters, with accompanying surveys, for buldings built after 2003?! - we sorted that one quite easily
