I am looking to update and change the layout of our policy manual. Does anyone know of any company which sell templates which can then be personalised to suit our organisation.

I could just be cynical, but I wouldn't advise paying a company for this. I've seen many a purchased H&S policy and associated documentation, all mass produced in a fill-in-the-blanks type style and not one of them has been worth the paper it's been printed on.
If you go down this route, be very careful about the company you choose and be sure that you're getting what you want and need, and not just a pile of mass-produced, photocopied rubbish. (Which I'm sure you will, but it never hurts to mention it!)
Unfortunately I've not seen one I'd actually recommend!

May I suggest that before you go down the lines of updating/changing your policies or any H&S management system that you wait for a response to your other request regarding audits. A good auditor will identify (amongst other things) any changes that you will need to comply with current legislation.
This may save you a lot of time and money due to H&S policies having been a legal requirement of the HSAWA 1974 and your company should be compliant with this already, there may only be a requirement to make only minor adjustments.
As has been mentioned by another respondent do not fall into the trap of cheap generalised documentation.
