I am trying to compile a list of the chemicals used at our business and am trying to find the r & s numbers. I know there is a site out there somewhere.

I often find what I am looking for in the NIOSH database. However, this is naturally biased towards US requirements.
Surely the risk and safety phrases should be on the safety data sheets. If it is substances you are producing yourself, then you should consult the Approved Supply List. This contains all substances currently assigned a risk or safety phrase.
Also, if it is substances or preparations that you are producing yourself, you need to start considering registration or preparation of Chemical Safety Assessments to comply with REACH.
