Posted By Grahame Dunbar Under REACH, sections 2 and 3 will be reversed. i.e. Section 2 will be Hazard id and section 3 will be composition data. However, in 2008 under Global Harmonisation (GHS), there will be more changes, including the symbols used to describe the classification.

As I understand it, safety data sheets will change in the order in which the different parts are placed. However, the basic information will remain much the same. In addition, the supplier will have to provide an "Exposure Scenario" for the use to which the product being supplied is being put. This will describe the type of hazard and risk that can arise from that use and the "Risk Management Measures" that are required to adequately control that risk.
In other words, the supplier will have to provide as an annex to the safety data sheet the information that he should have been providing anyway to comply with section 6-1 of the Health and Safety at Work etc Act 1974. Where he is supplying the chemical to one downstream user for more than one purpose he will have to supply the appropriate number of different Exposure Scenarios.
The "downstream user", whether formulator or end user, will have a right to advise the supplier of a use, if this is not one the supplier already has registered with Helsinki. The supplier can, of course, elect not to supply for that use, otherwise he will have to provide a new Exposure Scenario with Risk Management Measures for that use and register this with Helsinki as a new use. If the downstream user is a formulator (i.e. mixes two chemicals together to produce a new product) then he will have to complete a Chemical Safety Report for Helsinki and produce his own Exposure Scenarios etc.
If the downstream user decides that the Exposure Scenario is not relevant to his particular use and cannot obtain an appropriate Exposure Scenario from the supplier, then he has to report this in a Chemical Safety Report to Helsinki.
Confused? With a regulation running to 849 pages and with now in excess of 3,500 pages of guidance notes, if you aren't then you certainly should be!

Posted By Jay Joshi Annex II of the EC REACH Regulation sets out the requirements for a Safety Data Sheet that is provided for a substance or a preparation in accordance with Article 31. The Safety Data Sheet provides a mechanism for transmitting appropriate safety information on classified substances and preparations, including information from the relevant Chemical Safety Report(s) down the supply chain to the immediate downstream user(s). The information provided in the Safety Data Sheet shall be consistent with the information in the Chemical Safety Report, where one is required. Where a Chemical Safety Report has been performed, the relevant exposure scenario(s) shall be placed into an annex of the Safety Data Sheet, to make reference to them under the relevant headings of the Safety Data Sheet easier.
