Can anyone help clear something up, can dumpers be driven short distances on the road legally! by someone who has a provisional licence and is otherwise deemed competent to operate. The dumpers have number plate, light etc.
I am having trouble finding refenence to this.

Hi Tim
Dont know whether this helps but I work in the utilities industry and our work is predominately streetworks.
We use a fair bit of plant and in particular dumpers of all shapes and sizes.
Our minimum requirement for using dumpers on a public highway outside the confines of a barrier system are that they should be driven by a person with a full driving licence. The dumpers should be taxed and have a registration number plate.
Obviously they should have received adequate training.
May I suggest you contact the DVLA. They should be able to give you the legal requirement.
Ive always assumed our minimum requirement is the legal requirement.

If your on the public highway the Road Traffic Act is applicable, i would say a full licence and training on that particular vehicle is mandatory.

When driving a dumper between sites or on a site on a public highway the operators do not need a licence, its plant equipment and no category exist for one on an ODL.
They must obey the highway code.
There are categories for Rollers and Tracked vehicles...

Posted By Edward H Site Dumpers are classified as a "Works Truck" under the schedule of Special Vehicles. In order to drive a Works Truck on the public road the operator requires a "full Category B (car)" driving licence. If the dumper's max. authorised mass is less than 7.5t then the driver must be 18yrs old; if greater than 7.5t then must be 21yrs old. See section 2.1 & 4. of DfT leaflet INF52 available at: www.direct.gov.uk/prod_c...groups/dg_digitalassets/@dg/@en/documents/digitalasset/dg_10013774.pdf My reading of that is that provisional licence holders are not allowed to operate such vehicles on the public road. The Works Truck category also includes FLTs and some of the websites dealing with FLT training suggest that provisional licence holders can only operate on the public road if the truck has been adapted to carry two people and they are accompanied by a full licence holder and display L plates. Don't know if the same thoughts would apply to dumpers but it doesn't sound like a practical option!

Why not check with your insurers or your local constabulary- they will both be able to give their requirements.
