Posted By Michael S Ward Apart from carrying out a risk assessment, and ascertaining maturity, physical aaaa7 mental ability etc, is there any restrictions in training a 16 year old (approaching 17) to drive and operate a forklift truck(FLT)on private property where members of the public may have access?
Have been advised by our insurers that the UK licensing authorities say minimum age to drive an FLT is 17, and then only if the person holds a full licence for the vehicle. I can see where this would apply on public roads but I'm not convinced that this is correct for driving on private property.
Couldn't find any specific info in HS(G)6, PUWER ACOP's regarding this. Any references would be appreciated.

Posted By Chris Pope You have to be pretty certain that you can find an accredited training organisation who will be willing to do this - ITSAAR should guide you as to who is qualified to train in your area.
You will also need to do a young person's risk assessment.
But when you think of the agricultural world some tractor drivers are much younger than 17 -but they will have had background learning and preparation for the responsibilities of going on rough ground. Perhaps your 17 year old is mature enough in your opinion but will he have much experience at anticipating the unpredictable things that the general public might do (deaf, confused, young children etc)

The only legal restriction is for working on Docks they must be 18. However, I have just asked our training provider who happens to be on site this week, their recommendations/requirements are 16 for agriculture, 17 for industrial and 18 for building sites.
Also if your insurance company are not prepared to cover a sixteen year old, that is your limitation, unless you are prepared to change insurers.
