If our company has its leased pool cars changed on a regular basis should they come with no smoking signs, come July 1st. It has been suggested that the leasing company should install the signs if more than one of their employees drives the vehicle?

Yes, tell them to supply them with the sign - it costs pennies.

If you have any in use from July 1st, make sure they have signs even if it means you putting them there yourself. It will otherwise be higly probable that you will be breaking the law (subject to it being in use by more than one person, etc., etc.,)
