Loler - Schedule 1 - Who is the "authenticating person"????

Posted By AlB LOLER Schedule 1 "Information to be contained in a Thorough Examination Report" in paragraph 10 states that th report should contain "The name and address of a person signing or authenticating the report on behalf of its author."
During a recent audit of a supplier of hoists for use in construction, it was noted that a Thorough Examination report contained two signature boxes - one for the person completing the examination, and one for the authenticating person. The person actually carrying out the examination signed both boxes.
I have searched the internet for a definition of what the statement in Schedule 10 actually means but can not find anything.
Can anyone explain to me who the "authenticating person" is and is this a mandatory signature required for all thorough examinations or not? We have contacted a number of organistaions that thoroughly examine hoists and have had three of four different explanations, none of which seem correct.
Any information would be much appreciated!!

Posted By phil beresford There was(maybe is)some open learning guidance published by the HSE on LOLER and I am fairly sure the definition is in there. I have the guidance at work and will check on Monday - I think (from memory) the authenticating person can be the competent person or someone else who signs on his behalf (for example where a report is typed up back at the office and then sent to the customer it might be authenticated by the competent persons manager.)

I had a look for the information you sugested but could not find it. It may be out of print.
It makes sense that the person authenticating the report is most likely a person signing off a report in the office after a clerk or the like writes the report on behalf of the competent person.
