Graham,

I would also contact the local police for their advice.

Comply a traffic management plan and include First Aid/Ambulance access and egress.

I know this first hand from being Safety Officer for my club's jamboree two years in a row.

Let me knew if you need any more info.

Regards

Hi, a collegue of mine is involved in a similar way at his local school, and has done a series of risk assessments addressing various activities. They are not really transferable but just stand back and think what sort of risks are there and how can they be controlled. Part 9 is specific to fire risk and will need a much broader view to be taken. I suggest your broader area of risk will be more to do with access and egress from the site, this along with risk assessing the individual stalls, etc will be the biggest task (not hard to do) so start by looking at what you are doing and assess each one in turn, don't be too specific. E.G. the coconut shy, what are the risks, people being hit by a stray ball, cordon off the area to the side and rear of the shy use signs to warn people and of coarse brief the stall operator, etc.
Hope this gives a guide.
