My company has posted the policy document on their Intranet site, given Managers their own copy and posted copies on the company H&S notice boards.

I find that the methods quoted above are commonly used, and largely innefective in getting the message across to the workers.

In my opinion the best way to get the message across is to use all of the above and also to give everyone an annual Toolbox talk or similar about the policy, and what it means. Get discussion and understanding going.

Hopefully the policy statement is punchy (or has a set of bullet points) and can be spread widely.

The best policy statement I have seen had four bullet points which were printed on banners, posters etc and then displayed EVERYWHERE - even in mess rooms.

Buts that's the easy bit! Then you have have the management team "Walking the Talk"............

On the contrary, we have found that the 3 main methods outlined above have been very effective. I think whatever method is chosen you just have to ensure that they work effectively as without that commitment any method is doomed to failure.

Distributing the policy is the easy bit; ensuring understanding and acceptance is where the fun starts!
