This looks to be a very good and useful piece of work, surely worthy of a priced publication?
I see the HSE logo on the document (presumably as a partner in the development of the Protocol)and would have expected them to make more of this as a 'best practice' approach to be adopted across UK. Anyone out there from HSE care to comment?

Hi, I'm the Principal Inspector for HSE's Construction Division in Merseyside and Cheshire. My inspection team has been responsible for developing the Protocol along with Wirral and Liverpool local authorities, local scaffolding companies and other stakeholders.
The document you have is the original version that has been piloted in the two local authorities and subsequently evaluated by my team. We have been very pleased with the outcome. We have found that the protocol has led to better planning for, and erection of, scaffolds in public places. The most notable aspect was much improved communication between principal contractors and scaffolders.
As a result of the evaluation we are currently revising the document to incorporate a few improvements. It will be re-badged as an HSE:Local Authority protocol with acknowledgement of the stirling efforts of North West stakeholders in making it possible. We will then make the revised document available via the internet for other interested parties.
We hope to establish similar arrangements in other local authority areas - we already have one L.A. in the North West committed to giving it a go.
